I have never read a rule that specifically states so, but I see no reason
why they would not receive factors already paid for.  In fact, when France
ceded Egypt to the Turkish government I informed Kyle of the troops that I
had already purchased and when they would be available for placement.

factors purchased earlier that will be due as reinforcements ?  In other
words, if Portugal paid for infantry/cavalry factors in December, do they
still get them in March/May in spite of the change in leadership ?  I can't
find a definitive answer in the rules.
