There aren't many 3 fleche cities on the map. The only way to break them is to cut off their supply lines so they starve down to under garrisoned. Besieging them does keep them from acting as supply sources though so there can be value to putting a force outside their walls. That and it forces you opponent to keep a fleet always running sea supply or they lose the city since the 3 fleche places tend to be based on the insanely difficult terrain they were built on rather than just big walls.
