Maybe a good way of looking at it is similar to the situation where two allied forces, in the same area but without combined movement, are attacked by an enemy of both. This is another example of two forces fighting together without having combined movement. In fact, if Spain and Russia had combined movement, then this would be the only time Spain could attempt a breakout this month. It seems pretty clear that a corps cannot participate in more than one combat in one power's (or combined powers') land phase. For example, corps which will be taking part in a battle or siege cannot be used to reinforce another battle in the same phase.
