Spain loses -1 PP for the battle.  Both Britain and Turkey gain +1 PP, and
Britain gets another +1 PP for having Nelson in command.  I honestly don't
know if Turkey is supposed to get this bonus as well, for having Nelson in
command of the Portuguese fleet.

Wind gauge should be a tie since Britain gets a +2 to the roll for being British and having Nelson.
