There are lots of decisions pending from France:

Will the garrison at Brest surrender or fight ?

Will the garrison at La Rochelle surrender or fight ?

If Brest surrenders or falls, will the French IV fleet scuttle or attack the
blockaders ?

If La Rochelle surrenders or falls, will the French II fleet scuttle or
attack the blockaders ?
