France was the only country willing to sponsor Naples/Sicily who was not an ally of Great Britain. So that one's yours, Jim. As for Portugal, only France and Turkey are vying for control, so you have to roll for it. Turkey gets a 0 modifier, and already rolled a 5. France gets a +1 modifier to its roll.
