I have searched for a rule that prohibits the French leaders from taking
part in the battle and have found none.  The best rule that I can find that
bears any relevance is 5.3 that states "Leader reinforcements may be placed
with any corps (fleets for Nelson) controlled by their major power".  My
interpretation of this statement is that they *can* take part in the battle
because there is *simply no other reason* to place them as reinforcements!
They do not provide any other benefit or fulfill any other function.
