They'd get it as a result of conquest, so during the conquest phase of the 
following turn assuming they occupy Algiers this turn.  Similarly Austria 
will get one point for Bavaria this turn as they will have occupied it for 
the entirety of February, assuming they don't pull their garrison out for 
some reason.
