Actually, France never rolled for the Hamburg garrison's forage (at 4-). So this should be done before the siege battle is resolved (since no battle would occur). If the Hamburg garrison actually starved to death before the Prussian land phase, I would recommend that rather than Prussia changing its land orders, that corps just sits in Hamburg, uses its unused movement to forage at 5-, and loses one factor. But everyone else might not agree.
