OK, going back over the records, I find that the 1 I in Cartagena was picked up in the July, 1806 Spanish reinforcement phase, and that the 1 I in Seville was picked up by a corps moving through in the August, 1806 Spanish land phase.  I will go through the Spanish reinforcement and land orders between then and the present game time, but my conclusion at the moment is that neither Seville nor Cartagena should have a 1 I garrison (although Cart. still has 2 M).
