[eia] map question

Kyle, my map is different from yours in that there is a 1 I Spanish garrison at Seville, but no 1 I at Cartagena (the garrison there is only 2 M).  Which one of us is correct ?  Danny, maybe you can help us out, here, if you still have records of back when these garrisons were placed.

I feel as though I've asked about this same garrison before, but I'm not sure ... deja vu ?
