    I was imagining that repatriation would have to take place as soon as GB
declared war on Spain.  Even if we get rid of 12.8, there is still no way to
have voluntary access when two countries are at war.
    I guess it is a question of how broadly we want to interpret the errata
rule.  The errata rule only specifically refers to situations in which
control of territory has changed.  I was suggesting that the interpretation
should be extended so that it applies whenever the conditions for voluntary
access no longer exist.  When GB declares war on Spain, the conditions for
voluntary access would no longer exist between Spain and GB, triggering the
repatriation.  But perhaps my interpretation of the errata rule is too
loose.  If we don't want to go down that road, that's fine by me.
