Two things:

1.)  Where does Blucher end up ?

2.)  I don't believe you can build a depot in an empty space unless it would
be part of a supply chain that starts at a city (or if it is legal to build
it, you couldn't use it).  So you could build a depot in Colburg, and supply
the 2 corps between them for an additional cost of $1 (total $7).
