    Well, the British at Cherbourg will not break after 3 rounds, but they
will probably end up losing 7 factors in the fight.  The British will gain
+1 PP for winning the siege combat.
    (Oh yeah, I forgot to mention that the British will lose 1 PP for the
combat at Brest, and the French will gain 1.)
