As was the case for Joel, I had no depot on my map north of Minsk, and so I
thought the new depot was being created in a chain from a depot that had
existed last turn, but did not exist at the time of new depot creation.
That was my objection.  Now that I see there's a Russian depot there all the
time, my objection is removed.
