It was indeed possible for the Polish infantry corps to move to Warsaw.
It would just have meant he would have had to make a forage roll (3-). When
I first spotted the error in his orders, I assumed that he would have to
choose between force marching and rolling the forage or move one space shy
of Warsaw while paying an additional cost. Those seemed to be the natural
choices to me. He suggested that the corps remain in Berlin instead. I
have no problem with that as long as it is not a response to the French
orders (which I was very careful to publish only after having seen the
Prussian orders). If Prussia declares war on France, then the Polish
infantry's movement back to Berlin after being ordered to Warsaw seems
suspicious to me.

Since Jim has decided to make this a public matter, I'll include the
text of my original message to him below.

    Jim,
In general, I have no objections to your moving the Poland infantry
corps back to Berlin. But I would have objections if you decide to attack
France. In April, I waited to post my orders until after your orders were
posted. But then after my orders were posted, you asked to move the Poland
corps back to Berlin. Like I said, I have no problem with this unless you
plan to attack France. If you do, then it would be unfair to me to move
your corps back to Berlin after you saw my orders.
    Would you agree?

My position is that, if Prussia's intent is hostile, then the Poland
corps should be forced to move in the direction that it was originally sent.
Jim ordered that corps to Warsaw but incorrectly claimed that it could be
supplied by depot for $0.5. If he cannot pledge that he won't attack France
this turn, my position is that he should choose between moving the corps to
Warsaw as indicated in his orders (foraging at 3- as the rules require) or
moving the corps one space west of Warsaw and paying an extra $1.
