    JJ, correct me if I'm wrong, but didn't we say in the past that a corps
that has retired into a city but is not besieged may still build a depot
within the city (even though the corps is not officially besieged)?  As I
recall, this situation came up before, and we made a ruling that the corps
inside the city should be able to create the depot where they are (inside
the city) rather than where they aren't (outside the city).
