I disagree.  Unless all allies involved have declared combined movement the payment is not happening at the same time { the same phase, yes,  but not at the same time}.  According to 7.1.3 the land phase consists of the following steps: depot creation, movement, supply, etc..Each player completes *all* these steps during his major power sequence before the next player commences his major power sequence.  Therefore ally A  must pay for his supply upon moving and cannot pay for ally B's supply  until ally B moves them.  Ally B cannot move until ally A has completed his entire sequence.  They could pay for supply simultaneously only if they have declared combined movement.

I think if the supplier has to pay for both himself and his ally then it should be one grand total (without rounding first).  I only think this should be the case since the payment is happening at the same time for both the supplier and the ally he is paying for.

OK, I'll just cancel out your selfish vote for rounding up twice with my own selfish vote to combine totals before rounding.  There.  Now we can leave it up to the others to decide.  :-)
