[eia] reinforcement phase

    So now we are up to the reinforcement phase.  There are currently 2
states of war in the game: France vs. GB and Spain vs. Turkey.  GB goes
before France in the reinforcement phase and Spain goes before Turkey.
These should be the only true constraints on the turn order, so I hope
others will feel free to send in their reinforcement orders whenever they
are ready.  (But of course, everyone always has the right to wait until
their turn.)
    August is a cavalry reinforcement month, so the reinforcement orders
should be pretty easy to write...
