Access:
Great Britain deplores the present war between its Spanish and Ottoman
allies, and will not allow fighting to take place inside British-controlled
anchorages.  It is beneath the diginty of the Empire to stand aside as
allied ships are destroyed in our own harbors.  Therefore, Great Britain
recinds the access of Spain and Turkey to British-controlled ports for the
purpose of attacking fleets already at anchor.  Fleets violating this access
restriction will be fired upon by the harbor defenses.

No calls to allies.

Great Britain stands ready to accept France's surrender.

No new offers of alliance.

No broken alliances.

No new free states.

No declaration of combined movement.
