I understand what you are saying but the wording "Fleets may carry no more
than 10 army factors
each, regardless of how these are organized into corps..." seems to mean
that individually a fleet can carry 10 factors.  And that it doesn't matter
how the corps is organized, which I assume means that it doesn't matter what
type of factors are in the corps.  But if 2 corps are organized with 2
fleets, where I have over 10 factors from my minor country and less than 10
factors from my major country, then I would be mixing up major and minor
factors.

So I gather that this is ok?

So if I have one corps that has 20 factors in it and I have 2 fleets that
are able to transport the entire corps, is this ok as well?  Because it
seems like factors are the major objective with how the rule is being read.

    I think you may be conceiving of this rule the wrong way.  Corps and
fleets can only *contain* factors and ships of the same nationality, but I
don't see why that would entail that a fleet should only be permitted to
*transport* one nationality at a time.  If more stuff will fit on the boats,
then why not load it up?  In any case, the wording of the rule is pretty
specific.  It (12.2.4) says, "Fleets may carry no more than 10 army factors
each, regardless of how these are organized into corps..."  That wording
seems to indicate that the important thing is not the corps but the total
number of factors.  So it seems to me that transporting parts of 2 different
corps on the same fleet wouldn't be a problem as long as the fleet's
capacity isn't exceeded.
