Danny, I think you may be conceiving of this rule the wrong way. Corps and fleets can only *contain* factors and ships of the same nationality, but I don't see why that would entail that a fleet should only be permitted to *transport* one nationality at a time. If more stuff will fit on the boats, then why not load it up? In any case, the wording of the rule is pretty specific. It (12.2.4) says, "Fleets may carry no more than 10 army factors each, regardless of how these are organized into corps..." That wording seems to indicate that the important thing is not the corps but the total number of factors.
