The same thing happened in a previous game, and the consensus at that time was that the Two Sicilies would be joined as soon as the same power controlled them both as free states. But I don't believe the rules are clear on this point. I'mm willing to go with whatever the majority decides.

Making Naples a free state will be announced in the free-state declaration step of the January political phase (and I think it will be rejoined with Sicily at the same time ).
