Austria's forces are correct for before the reinforcement phase.  
During the reinforcement phase:
- all leaders were removed.
-corp in Bologna was removed, leaving behind 2 garrison factors
-1 I corp in Lemberg was removed, leaving behind 1 additional garrison
factor (for a total of 7)
