The Portuguese garrison retired into the city, but the corps stayed out to fight. But your intel is way off. My total forces in the battle are the British I corps, Cavalry corps, and the Portugal corps, with 1 Gd, 3 Br. I, 4 Br. C, and 4 Port. I This means a total of 12 factors at 3.6 morale. Here come the rolls...
