[eia] prisoner exchanges

When looking at the rules for placing reinforcements just now (due to the 
illegal Prussian placements), I found the answer to a question that was 
raised the first time some of my feudal factors were taken prisoner. 
5.2.2.2.1 specifies that feudal corps may receive reinforcements via 
prisoner exchanges, but only if they're in their home province or off-map.

So there ya go.
