[eia] Spanish I fleet orders?

       I can't find any record of an order for the Spanish I fleet.  Did you
guys want it to stay where it is or do something else?  Or did I just miss
the order?
    In any case, the French choose to go first in the land phase.  So,
France/Russia
will be up first.
