Obviously, I wasn't online last night and missed your email, Kyle.  Sorry
about that.
When choosing OUTFLANK, is there a reason not to just send the division of
forces along with the chit choice ?  If the division doesn't end up
happening, due to CORDON or something, so what ?  For that matter, we could
just always reveal forces as part of the chit choice escrow.
