    As a general principle I agree that a ceded free state should get
whatever reinforcements are coming to it.  (After all, the point of a free
state is that it is a semi-autonomous entity.  As such, it's production is
its own.  So change of control should not affect the production queue.)
However, the point is moot in this particular case.  Lombardy was 
unable to purchase any units in March because its capital was 
occupied by enemy forces.  So Spain can go ahead and decide how 
it would like to receive Lombardy.
