[eia] Prussia has financial problems

    Hey gang, as I was figuring my economic actions I realized
that I should only have spent $18 from Jan. to March and so far I
have spent $21.  I thought that we started with our normal
incomes.  I propose the following solution:
    At the start of March I only had $1 available to spend but I
spent $4 supplying troops.  If I make forage rolls for the two
corps that I supplied I will end March with $1.
    If anyone is unsatisfied with this solution I am open to
suggestions....
