[eia] Russian Land Phase

I'll send my land orders out while we await the news from the battle fields 
of Western Europe.

Depot Creation/Removal:  Depot is created on the 3rd fleet for invasion 
supply ($1)

Kutusov, 3I and 1C corps move from Odessa three spaces due south to end on 
the land space between Ismail and Silistra.  They detach a 1 infantry 
factor garrison in Ismail when they pass through that space. They are 
invasion supplied for $8 from the 3rd fleet

The Cossack unit in Odessa moves to Galatz (Does not need to supply)

The Infantry Corps at Tiflis remains there and is supplied for $1

The Cossack counter on the Armenian border moves 5 spaces along the Black 
Sea coast to end one space into Anatolia,
