[TCG] Ferret algorithm change is not in phi!

This means the gamestate is bad and it's undefined whether what I'm
about to try to do is legal.

Anyhow, I try to do the following.  I change my location to vertex 0
(the PHP page knows so).  I make its algorithm left wall following.
After location change evaluation but before ferret algorithm change
evaluation I become its owner.

Rule 3 seems to not let me cause an action in the future, but that's not
my point.
