You mean, the total of votes being 1 or 2? It's been in the rules for
quite a while, and it's never been done (and yet I had to keep on
remembering to check for it). It also just doesn't fit with the rest
of the section there. Everything else is a form one can put one's prop
in to try to get style points. Having a close prop get rewarded just
doesn't seem to belong. Maybe we should have a miscellaneous rewards
rule to give bonuses based on the vote outcome somewhere?
