For each section Rule 0 is reserved for making notes relevant to that section. There is no Minister for this section and players may update this as they choose to.

Rule 0 is a game document and not a rule, with the sole exception of Section 0, 'The Emergency Mechanism'. For the sake of clarity any Rule 0 created for such a log is to be renamed 'Tidy'.

If it's just a Game Document rather than a Rule, why not make it just a Game Document? Say that every section of every rulebook has a Game Document associated with it called its "Comments" or "Notes" or some such thing, and that any player may modify it at any time but it has no direct impact on the game.

Or we could just do this informally - the rules don't forbid us to add a little "Comments" box at the end of each section for this sort of thing, so we could just set it up without needing to mention it in the rules. Although I agree that it might be nice to have it mentioned just for completeness.

As for Tic-Tac-Tiles, I personally will probably not propose any such thing. I think one of the problems we had prior to the game reset was that some parts of the rules became "owned" by certain players, not because those players claimed them in any way but just because they'd written enough of it that other players were hesitant to add their own material when it might interrupt the 'grand design' of the subgame's creator. So I'm sincerely hoping that other players will start propping all sorts of interesting game mechanics.
