Oh, ok. I missed that I got those points already, and thought that somehow a roll of 2d5 had come up with -1.

The proposal would still be made, because at the instant Foo Bar
made the above post, e became a player and all rules that apply
to players begin applying to em. The same is true in Hjallti's
case.

The actions happen in the order e takes them. So, first "Foo Bar" sends an html message to the forum, then e becomes a player, and then e makes a proposal. My point is that the act of posting the message necessarily happens before the actions within the message take effect.

This CFI is randomly assigned to Peter.

Doesn't e have to join the Upper House first? According to the Roster, The Upper House has the following members: Zarpint, The Pusher Robot, Personman, Wonko, Dyslexic Q-Thief, Iain, Phil, bd

Zarpint and Wonko are disqualified for being Defendant and Plaintiff, Phil is disqualified for being Under a Rock, so TPR, Personman, DQT, Iain, and bd are eligible judges.
