By my reading of rules 126 & 127, I need to be in the Upper House (and
therefore an Eligible Judge) in order to randomly selected as the
CFI's Judge. I never entered the Upper House (although I had
considered doing so), and I don't think I'm there by default. The
current Roster on the Wiki also doesn't have me there.

If I'm missing something I'll be happy to make a ruling, but I don't
think I'm supposed to. (Or, we could have a CFI about this
CFI... wouldn't that be fun :)
