Not sure which legislative arenas you're talking about.  It's a common occurrence in stockholder voting for a given person to hold the proxies for hundreds or thousands of minority shareholders.  And the last two homeowner associations I was in would ask for residents to give proxies to one of the board members of their choosing to ensure a quorum.

Besides..."because everyone else does it that way" usually isn't the most powerful argument possible in a Nomic game...:)
