About empires:  I agree, a new Region is needed, with different Locations 
that are of Type Empire.  Oh, wait, my unified, clear, concise, 
non-ambiguous, new ideal ruleset isn't done yet, so making this new region 
is going to cause all sorts of problems too.  Oh, and yet again all members 
of vSOI get something for nothing - they sit on their posteriors, and get 
dough every time someone else does empire stuff (other than with the seeds). 
 While Wonko's idea still needs refinement, he's on the right track.

And while on Wonko's idea, you really need to tighten it up.  It still has 
ends loose like the stock market.  Of course my prop, when it gets done, 
would make that refinement easy while at the same time shortening the prop.

is still working on the prop he keeps plugging.
