The "multiple proposals modifying the same rule" part is why I added the
part about proposals working in numerical order with respect to one
another. (That's how it's always worked.) You got my intent right, though
apparently I've not expressed it clearly enough.

'Abstain' votes are treated as though no vote was cast on the present

As I mentioned in another email: trust me. :-)

I'm certainly open to other ideas. Basically, if someone tries to propose
making the Grid seven-dimensional, or something equally nucking futs, I'd
like the option to suspend it (at least temporarily). Would turning such a
veto into an automatic "shelve" result, maybe as a freebie that doesn't
count against Bandwidth Rationing, be an acceptable compromise?  (That'd
give everyone another nweek to work out the ugly details, and another
nweek might even be enough for me to work out the technical details.)
