I like PurpleBob's idea of shortening the UC period for adding Players, but 
someone should point out to me where in the Rules it says you have to be a 
Player to make a Motion to Add. As far as I can tell, you don't need to be 
a Player to make Motions, and R210/2 doesn't add any restrictions to that.

Aha! I see where you got that idea now. The blurb about becoming a Player 
on the front page is factually incorrect. So, I'll fix that. My suggestion 
is that you simply amend R210 to change the period for UC, since we don't 
really need a new Rule to handle this.
