Some good points have been made, thank-you for the clarification on the
Redactor Codae: "alter the text of rules" and NOT "alter the text of THE
rules" as I think we were reading it, but how valid is this ruleset? ..and
how many rules have we broke creating it? :S

I create the following rule:

Submit the following rule changes to the Redactor (although these are now
created anyway since I have withdrawn support for #12):

A rule having the value of less than 0 is deleted when the ruleset is next
