I submit the following Proposal, enititled "Boots Movement Fix":

     Replace the Speedy Movement power of the Seven League Boots with the 
following power:
     {
          "Speedy Movement: A Player who possesses a copy of the Seven League 
Boots MAY move at up to twice the rate per phase permitted by the rules, though 
no less than the minimum permitted by the rules (if any)."
     }
     [[End result: If someone has the Boots, ey may change Locations between 0 
and 2 times per Phase. Exception: The Victim may change Locations up to 4 times 
per Phase, but must still change Locations at least 2 times per Phase.]]
