Repeating my gratuitous arguments:

False, they can do it if the Clock is Off (Rule 52, paragraph 1, last
sentence, which by Rule 36 takes precedence over the section forbidding
players On Leave from taking game actions).

Proposal:  Evergreen

Amend Rule 52 by replacing this text:

A player who is On Leave cannot be selected by any process which
randomly selects a player, and may not take any game actions.
}}}
with this text:
{{{
A player who is On Leave cannot be selected by any process which
randomly selects a player, and may not take any game actions
except as specified by this rule.
}}}
