[Spoon-business] Proposal revisions

In light of recent replies, and bd's Nomvivor proposal, I revise my proposal to read as follows:

__Repeal Slowly and See__

This is an a la carte proposal.

1. Repeal Rule 1247 [[__Automation__]].  [[Maybe it has context that I
   missed, but it seems basically to be additional complexity for the
   sake of additional complexity.]]

2. Repeal Rule 1229 [[__The Overlord__]].  

3. Repeal Rule 1147 [[__The Sith Gremlin__]] and Rule 1146 [[__The Jedi
   Gremlin__]].

4. Repeal Rule 1140 [[__What ever__]], Rule 1084 [[__NomiCrack__]] and
   Rule 1082 [[__T-shirts__]].

5. Reactivate Rule 946 [[__B Nomic Stock Exchange__]].  [[It has been
   deactivated at least since I joined, although I joined fairly
   recently.  It's a good Rule, but useless if it remains deactivated.]]

6. Repeal Rule 901 [[__The IOB__]].  [[Like Rule 1247, this seems
   unnecessary.  If most people vote "no" on a prop, 'twould make more 
   sense for the prop to then fail unconditionally.  The IOB opens a
   condition for a failing prop to pass.]]
