spoon-business: Proposal to create judicial system


I propose to create a judicial system:

\title{Create a judicial system}

Create a new rule entitled "Call for Judgement" with the following
text:

"A Call for Judgement (CFJ) is a statement to be judged. A CFJ can be
made by any player at any time by questioning the legality of a
player's action, or to request a clarification of the rules. The
player making the CFJ shall be known as the plaintiff, the player
whose move the plaintiff claims to be illegal, if any, shall be known
as the defendant.

A Call for Judgement, once made, cannot be modified, but CFJs shall be
given unique identification numbers in the same way as such numbers
are assigned to revisable objects."


Create a new rule entitled "Judges" with the following text:

"When a Call for Judgement has been made, the administrator shall
randomly select one player among the eligible players to be the
judge. Eligble players for the purpose of this rule are all players
but the defendant and the plaintiff. If that leaves no players
eligible to be the judge, all players are eligible."


Create a new rule entitled "Judgement" with the following text:

"The judge shall, within one week after e was selected as the judge,
judge the statement in question as being either true or false or
reject the CFJ, and provide the other players with a legal analysis
that led to his decision. The judge may reject the CFJ only if the
statement in question is unclear or not related to the game.

A judgement cannot be modified. It shall be given the number given to
the CFJ it refers to."

\title{Create a statute of limitation}

Create a new rule entitled "Statute of Limitation" with the following
text:

"No Calls for Judgement shall be made regarding any player actions
that have happened more than one nweek ago. Such actions shall always
be treated as if they had been legal.

No Calls for Judgement shall be made regarding any of the rules that
were in effect, or player actions that were performed, before the
voting results of the first voting period of this nomic were made
public."

[[The second paragraph is to avoid that a judge declares any proposals
that fixed issues with the initial ruleset to be illegal or without
effect, which might cause the game to be stuck before it even
started. E.g. before proposal 114 passes, it might be claimed that
proposals do not have any effect.]]
