[eia] Prussian battle declarations

Prussia is attacking at Hanover and Massena needs to decide if he will 
fight or retire into the city.

There will be an assault attempt at Dresden.

And why not, the remaining Saxon factor will try to force the French factor 
away.  No chance of either side dying and no political points can be gained 
in a garrison attack I might as well see if I can get lucky and force the 
French corps to retreat.

Since there are no reinforcable battles at or by my battles I'll send out 
the dice rolls for Leipzig and the Dresden breach attempt now.  Obviously 
Jim is free to wait until after any field combats are resolved to send any 
answering rolls.
