[eia] Siege battle of Riga

The two Spanish corps (sorry, guys, I don't have the corps numbers, but
we'll get that info to you as soon as Danny can provide it.  The only
importance to this combat is that neither is the Ist corps, and all the rest
of Spain's I corps are identical in potential size) have a total of 15 I, 2
C, for a morale of 3.0.
