Arguably which cards people have is unknowable, although I wouldn't
object to the Minister of Cards making the random selections even
though my reading of the rules doesn't, strictly speaking, require and
thus allow em to do so.

I'll propose something a little more robust than "probably no one will
object" before the voting period starts.
