Would this succeed in taking precedence over Rule 69? It would be
clearer to create a rule along the lines of:

Rules to the contrary notwithstanding, anyone who was a player at
any time during nweek 173 is deemed to have never been a newbie.
If nweek 175 has ended, then any player can (by announcement) cause
this rule to repeal itself.
