I thought that sentence read - If [no Mentor is available when a request for a Mentor is made,] or [no Mentor is available to become a Newbie's Mentor,] (then) [that Newbie gains 5 Points.] The first two sentences are independent clauses, the triggering of either of which triggers the if-then. If this isn't correct, can someone explain to me what that sentence does say?
